Australian cruise/tour company Scenic Tours, which is marketed in the USA as Scenic Cruises, will have the first all-inclusive European river ships in 2012. 
The basic fare will include drinks, tips, transfers, shore excursions, WiFi, the use of electric bicycles, and other amenities.
I sailed on Scenic's newest ship, the Scenic Crystal in April 2012, and loved the ambiance, cabins, and onboard cuisine. Having an all-inclusive price will be tempting to many river cruise lovers.
